What the official numbers say
We found no statewide pass rate for the 2-15 exam published by the Florida Department of Financial Services or by Pearson VUE. What DFS does publish is a yearly report card for each pre-licensing school, showing how many of its students' exam attempts passed.3
Adding up every school on the 2025 report card gives 17,215 passes in 36,357 attempts, or 47%. The 2024 report card adds up to 17,548 passes in 34,050 attempts, or 52%.3,4
These are not first-time pass rates. The report cards count every attempt, including retakes, and they only cover candidates who took a Florida pre-licensing course.3
The Florida-law sections
The exam has 150 scored, plus 15 unscored pretest questions. Of the scored questions, 49 are Florida law: statutes, rules and regulations common to all lines (20), statutes for life and annuities (15), and statutes for health insurance (14). They test Florida statutes, so study material written for the general life and health questions does not cover them.2

How to study for it
You need 70% of questions answered correctly. You have 2 hours 45 minutes for the whole exam. If you fail: Pay again each time; at most 5 attempts at the same exam in 12 months.1,2
Divide your time the way the outline divides the questions. Start with the biggest sections, and give the Florida-law sections their own study time: they are nearly a third of the exam, and they test Florida statutes rather than general concepts.2
