Producer licensing, appointments, and continuing education

Four licensing checkpoints
California producers must qualify, activate, maintain, and check the product. A license establishes the permitted line of authority; an insurer appointment authorizes the agent to represent that insurer. Application, fees, applicable examination requirements, and qualification review also matter. Education alone is not authority to transact.
Qualify and activate
New life and accident and health or sickness applicants need 12 hours on ethics and the Insurance Code, including one hour on fraud. Seeking both licenses requires one qualifying course. Completion certificates expire three years after course completion, whether or not a license is issued.
When all appointments or organizational endorsements end and any required broker bond is canceled, a permanent license becomes inactive, not canceled. Inactive status does not permit transactions requiring an active license. The license can be renewed and reactivated before expiration through the appropriate appointment or bond filing.
Maintain the license
Life agents and accident and health or sickness agents need 24 hours before renewal, including three ethics hours with one fraud hour inside those three. Holding both authorities requires 24 total hours, not 48. Special exemptions and product rules can affect a particular licensee; distinguish the ordinary renewal requirement from the actual situation.
A timely renewal application and fee, together with satisfaction of all renewal requirements including education, permits continued operation for up to 60 days after expiration, ending sooner upon notice of a deficient renewal application. This does not apply to suspended or revoked licenses and is not extra time to complete education.
Check the product and residency
Annuity sellers need eight training hours before soliciting individual consumers and four before each renewal; the eight do not replace the four. Life agents licensed on or after January 1, 2024 need four hours before soliciting individual life policies other than term life with no cash value. Individual variable life sellers need two hours before each renewal, separate from annuity training. Applicable product training counts toward resident continuing education but can push the total above the minimum.
Nonresident licensing requires home-license good standing, an appropriate application, fees, and reciprocity, subject to grounds for denial. California authority cannot exceed the classes on the home license.
