California renewal: education plus timely filing
Continuing education protects consumers and supports competent service. Track the license expiration date; completing courses is not itself renewal.
Education requirements
Bus. & Prof. Code §§ 10170.4–10170.5 establish 45 clock hours during the four years preceding the renewal application. Under § 10170.5(a), required subjects include:
- Three hours each in ethics, agency, trust fund handling, fair housing, and risk management.
- Two hours in implicit bias, including its effects and actionable steps to address personal bias.
- For brokers, three additional hours in office management and supervision.
- At least 18 clock hours designated for consumer protection, with other qualifying education completing the program.
Fair housing includes roleplay as both consumer and professional. Successful completion of the specified required courses means passing a final examination. Under § 10170.5(b), a licensee who has already renewed under subdivision (a) completes 45 hours including a nine-hour update survey covering the specified subject areas. The survey does not replace the total.
Filing and continued operation
Under § 10156.2, filing the prescribed application before midnight of the license period's final day, with the applicable fee and good faith evidence of education compliance, permits continued operation under the existing license after expiration if it was not previously suspended or revoked.
Deficiencies and exceptions
Section 10171.2 permits a discretionary 90-day extension when an applicant submitted education evidence in good faith with reason to believe it qualified. This is not an automatic grace period for missed renewal. The renewed license expires four years from the otherwise applicable date, without shifting the cycle for the extension.
Under § 10156.2, the Commissioner may instead give notice that operating rights end five days after mailing or on normal expiration, whichever is later, stating reasons and the right to request a hearing. Section 10170.4 provides for exemption conditions and qualification procedures for health, military service, or other compelling cause. Do not presume an exemption. A restricted license carries no right to renewal under § 10156.7.
